新型コロナウイルス（ケニア到着後に強制隔離が必要となる国の発表等）

１．ケニア到着後に強制隔離が必要となる国の発表
（１）７日、ケニア民間航空局（Kenya Civil Aviation Authority: KCAA）は、2021年３月８日より、一部の国からの入国者について、自費による14日間の強制隔離を求める旨を発表しましたが、７日現在、日本や中東諸国（ア首連及びカタール）は同措置の対象には含まれておりません。

（２）なお、同発表によれば、今回対象となった国（ブルネイ、チェコ、クウェート、スペイン、スイス、タイ）からの入国者には、以下が求められます。
・到着の72時間前に実施されたCOVID-19のPCR検査の陰性証明書を有し、到着時に風邪のような症状が見られないこと。
・搭乗の24時間前までに隔離施設の予約確認書を提供すること。隔離可能施設リストは、info@kmpdc.go.keに連絡の上、入手可能です。

（３）今次発表では、これら国が経由地となった場合や、ナイロビ到着後、強制隔離を行う場合の自宅での隔離の可否等の詳細については、全く言及がありませんので、事前にケニア側当局（在外ケニア大使館等）に照会する必要があります。

（４）また、今回やこれまで同様、当地外交団等に対して何ら予告なく、ケニア側措置が変更される可能性もありますので、駐日ケニア大使館、ケニア側政府機関等のホームページ等を注視していただくようお願いします。

（５）また、７日現在、ケニアにおけるCOVID-19感染状況について、感染者数は合計108,827名、死亡者は1,876名、日平均300から400名の感染が報告されています。１月の大統領発表により、対面式授業が再開されたものの、陽性率は平均して10%を下回っていますが、昨６日には約12%を記録しており、引き続き十分な感染対策を講じていただきますようお願いします。

（６）過去同様、突然、ケニア側ホームページが削除されることもあり得ますので、KCAAが発表したテキストは以下のとおりです。
THIS NOTICE IS ISSUED WITH EFFECT FROM MONDAY 8TH MARCH 2021.

TRAVELLERS FROM THE FOLLOWING STATES AND TERRITORIES SHALL BE REQUIRED TO UNDERGO MANDATORY QUARANTINE FOR 14 DAYS UPON ARRIVAL INTO KENYA AT THEIR OWN COST:

1. Brunei
2. Czech Republic
3. Kuwait
4. Spain
5. Switzerland
6. Thailand

Travelers shall be required to:
a) be in possession of a negative PCR-based COVID-19 test result conducted within 72 hours before travel and not display any flu-like symptoms upon arrival.
b) provide evidence of their booking for the quarantine locations 24hrs before boarding. The list of facilities available for quarantine can be availed from info@kmpdc.go.ke

２．ケニア政府によるCOVID-19ワクチン措置
　２日、日本政府も支援を行なっているCOVAXを通じ、アストラゼネカ社のCOVID-19ワクチンがケニアに到着しました。
　ケニア政府によれば、まず医療関係者が同ワクチンを接種するとの由であり、日本人を含めた外国人への接種時期等については不明です。
　日本政府による在外邦人（一時帰国中を含む）に対するワクチン接種について、現在、各国の感染状況等を見極め、検討を行っているところです。新たな情報があり次第、在留邦人の皆様にお知らせいたします。
